Breathing New Life into Pencer House: A First Look at Renovations

The unveiling of the newly renovated Pencer House marks a transformative chapter in LESC’s mission to provide supportive housing for individuals on their path to recovery and stability. A cornerstone of LESC’s programs, Pencer House serves as a critical resource for individuals experiencing homelessness, providing them with a safe and nurturing environment to rebuild their lives. The recent renovations have breathed new life into the facility, enhancing its functionality, aesthetic appeal, and capacity to serve tenants.

A Vision for a Brighter Future

The renovation of Pencer House was born out of a clear need: to provide an improved living environment that could better support the residents’ journey to independence. As Merry Limbu, LESC’s Director of Operations, explained, “This project was about physical improvements and asthenic enhancement.”

LESC originally acquired the building from the City of New York in 2000, completed an addition in 2002, and converted it into 40 units of supportive housing. Over 21 years of operation, however, the building’s key systems, such as the roof, boiler, HVAC, and elevator, had deteriorated, necessitating a comprehensive overhaul. In March of 2023, LESC, as the General Partner, exercised its option to purchase the limited partners’ interest and assigned that interest to Pencer House Housing Development Fund Corporation, making LESC the sole owner. The renovation project, designed to address critical infrastructure needs while also completing moderate apartment updates, is expected to be completed by March 2025. The upgrades aim to ensure the building remains a safe, comfortable, and dignified home for residents, free of major issues for the next 20 to 30 years.

The renovation encompassed:

  • Apartment Upgrades: Every apartment received a comprehensive makeover, including new paint, flooring, windows, appliances, and fully renovated bathrooms.
  • Common Area Enhancements: Hallways, lobby areas, and the building’s exterior are being revitalized, creating a more welcoming and inviting atmosphere.
  • Dining Hall Improvements: The dining hall, a vital space for residents, is also receiving much-needed upgrades, ensuring a more comfortable and enjoyable dining experience.

Funding the Dream

The renovation of Pencer House is a $19,142,567 project funded entirely through a co-lender agreement with no external donations or partnerships involved. The breakdown of the funding sources is as follows:

  • NYC Housing Preservation and Development (HPD): $13,043,342
  • Community Preservation Corporation: $5,293,100
  • LESC: $806,125

Pencer House Housing Development Fund Corporation, which is 100% owned by LESC, led the project. This financial independence underscores LESC’s commitment to investing directly in its facilities and residents.

In addition, Pencer House operates under a 20-year agreement with HPD and HUD to provide Section 8 rent payments for all 40 units once occupied. This ensures long-term affordability and stability for residents, who often rely on consistent and supportive housing to regain their footing.

Challenges Along the Way

As with any significant project, the renovation of Pencer House presented challenges. The team had to navigate supply chain delays, budget management, and the logistical complexities of temporarily relocating residents during construction.

Relocating residents during the phased renovations posed the most significant hurdle. “We couldn’t relocate the entire building of tenants to another building. That was too costly,” explained Merry. “So, we did the renovation while the tenants stayed in their apartments.” This required meticulous planning and close collaboration with residents, ensuring minimal disruption to their daily lives. “The majority of our tenants have lived here for so many years that for them to be relocated externally was concerning,” Merry shared.

Overcoming these challenges required a team effort. “It was a collaborative effort,” Merry emphasized. “I would say our vision was lofty, but we somehow did it.” She went on to say proudly, “I am impressed by how our tenants have continued to remain resilient and patient throughout the still ongoing renovation.”

A Space Transformed

One of the highlights of the renovation progress so far is residents are back in their apartments.  “The look on our residents’ faces when they saw their finished spaces was unforgettable,” shared Merry. “You could see the excitement. This is their home, and now it truly feels like one.”

The project continues with a planned completion in April. Progress so far includes the communal kitchen, now equipped with modern appliances and designed as a hub for shared meals and social connection. The living areas will be brighter and more welcoming, fostering an atmosphere of comfort and community. Updates also include energy-efficient systems, improved plumbing, and accessible design features, all of which enhance day-to-day functionality and reduce operational costs.

With the Section 8 agreement in place, residents can count on affordable housing for the foreseeable future, allowing them to focus on their recovery and personal growth.

“The updates have already made a difference,” Merry explained. “From shared spaces that encourage interaction to private rooms that offer peace and privacy, every detail was designed with our tenants in mind.”

While the Pencer House renovation will be a significant milestone, it’s just one step in LESC’s ongoing commitment to providing high-quality, supportive housing. Future plans include exploring additional upgrades and expansions to ensure all LESC facilities meet the highest standards of comfort and care.
